Job Purpose
The Resources Management Officer (RMO) is responsible for overseeing and managing all budgetary, financial, Human Resources, and administrative functions within the Country Office and its Sub-Office(s). This role ensures the efficient and compliant utilization of resources, directly contributing to the operational effectiveness and integrity of IOM's mission in the country. The RMO provides critical support to staff in these areas, ensuring adherence to IOM regulations, donor agreements, and established procedures. By maintaining robust internal controls, managing treasury functions, and overseeing financial expenditure, the RMO safeguards organizational assets and prevents fraud. Furthermore, the role ensures proper HR management, supply chain services, and ICT compliance, thereby enabling the Country Office to effectively deliver its migration-related programs and services and achieve its strategic objectives.
Responsibilities
The Resources Management Officer (RMO) is responsible for comprehensive financial oversight, including monitoring expenditures, ensuring accountability, and conducting financial analysis for all Country Office activities. This encompasses managing treasury functions, forecasting cash flows, and validating that funds are received and disbursed in accordance with donor agreements. The RMO prepares programme and budget reports, reviews monthly accounts, analyzes variances between budget and actual expenditures, and proactively prevents project deficits. The role also assists in preparing budgets for new projects. A key duty is maintaining and strengthening internal controls to safeguard organizational assets and prevent fraud, alongside inspecting payroll for correct salary allocations. The RMO manages the Human Resources function, providing recommendations on recruitment and personnel administration, and ensuring correct application of HR policies. Furthermore, the RMO oversees Supply Chain services, including contracts, fleet management, and premises maintenance, ensuring adherence to IOM procedures. The RMO provides technical support to project managers, supervises ICT staff, trains local staff on administrative/financial policies, and participates in UN meetings, potentially serving as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes international-level Financial and Human Resources Management. Field experience, particularly in coordinating with international institutions and bodies, is essential. Candidates should also have experience supervising the development and implementation of administrative control procedures, coordinating external auditing exercises, and utilizing corporate Information Technology (IT) systems and software.
Skills
Knowledge of IOM/UN finance, Supply Chain, and Human Resources (HR) procedures and rules. Advanced proficiency in Microsoft Office, particularly Excel. Understanding of International Public Sector Accounting Standards (IPSAS). Knowledge of SAP is highly desirable.
