Job Purpose
The National Project Officer (NOA) is responsible for leading the implementation of the project focused on strengthening the capacity of Civil Society Organizations (CSOs) to reduce inequality through women's economic empowerment in Solomon Islands. This role involves overseeing operational, administrative, and financial aspects, ensuring compliance with IOM policies and donor requirements. The officer will monitor project progress, identify challenges, and propose solutions to enhance implementation. Key contributions include developing work plans, budgets, and M&E tools, coordinating data collection and analysis, and managing project reporting. The position also requires liaising with stakeholders, organizing capacity-building activities, and contributing to proposal development and communication efforts.
Responsibilities
The National Project Officer will coordinate and monitor the operational, administrative, and financial aspects of the project, ensuring adherence to IOM policies and donor requirements. Responsibilities include keeping the supervisor informed of project status, identifying implementation gaps, and suggesting improvements. The role involves participating in the development of work plans, budgets, and M&E tools. Data collection, verification, analysis, and updating information management systems are key duties. The officer will coordinate timely project reporting and liaise with donors, UN agencies, local authorities, and government counterparts. Additionally, the role includes contributing to planning, organizing, and delivering capacity-building activities, attending relevant meetings, and participating in proposal and communication product development. Supervision and technical guidance of project staff, undertaking duty travel, and performing other related duties are also required.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs, including community-based organizations and women's groups. Experience working with vulnerable groups such as migrants, refugees, and victims of trafficking is necessary. Prior experience in a multicultural setting with international humanitarian organizations or government institutions is advantageous. Specific experience in women's economic empowerment in Solomon Islands and in capacity strengthening, training, or mentorship of local partners is also considered an advantage.
Skills
In-depth knowledge of migration-related subject areas. Understanding of UN and bilateral donor programming. Familiarity with financial rules and regulations. Knowledge of women's economic empowerment and gender inequality issues in Solomon Islands and the Pacific Region. Fluency in English and Pidgin is required.
