Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. This role is based in Dakar, Senegal, which serves as a Country Office with Coordinating Functions (COCF). Job Purpose
The Resources Management Officer (RMO) is responsible for supervising and managing the budgetary, financial, Human Resources, and administrative functions for the IOM Senegal Country Office and its sub-offices. This role also involves providing technical guidance and support to other Country Offices within the Area of Responsibility, which includes The Gambia, Sierra Leone, Cabo Verde, and Guinea-Bissau. The RMO ensures the efficient and effective operation of administrative and financial processes, contributing to the overall mandate of IOM in promoting humane and orderly migration. The position requires close coordination with various IOM departments at the regional and headquarters levels, as well as with the Chief of Mission and project managers.
Responsibilities
Oversee and monitor financial management, including expenditure, accountability, and cash flow forecasting, ensuring compliance with donor agreements and IOM regulations. Prepare financial and budget reports, review monthly accounts, and analyze budget variances to prevent project deficits. Assist in budget preparation for new projects and provide technical support to project managers on administrative, financial, and HR matters. Maintain internal controls to safeguard organizational assets and prevent fraud. Manage the Human Resources function, advising on recruitment and personnel administration, and ensuring adherence to HR policies. Supervise Supply Chain services, including contracts, fleet management, and premises maintenance. Liaise with legal and procurement units for agreement reviews and ensure compliance with IOM procedures. Oversee ICT staff and train local staff on IOM policies and procedures. Participate in UN operations management meetings and may serve as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Experience in international financial and Human Resources management. Field experience, including coordination with international institutions. Experience in developing and implementing administrative control procedures and coordinating external audits. Proficiency with corporate Information Technology (IT) systems and software.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). SAP knowledge is highly desirable.
