Job Purpose
The Programme Officer (Technical Cooperation) will work under the Chief of Mission and Senior Programme Coordinator, focusing on Security Sector Reform in Iraq. The role involves technical cooperation in Community Policing and Border Management, and community-based initiatives to promote democratic governance. A key aspect is strengthening trust and cooperation between law enforcement, civil society, and communities to enhance migration and border management capacities. The position contributes to IOM's mission of supporting people on the move and fostering orderly migration.
Responsibilities
Oversee project development, management, and implementation within Community Policing and Engagement, ensuring alignment with IOM regulations. Supervise and provide technical support to project staff, maintaining effective communication and internal processes. Manage budgetary and administrative aspects of projects, coordinating with support services and advising the Senior Programme Coordinator. Establish and maintain relationships with the Ministry of Interior and Border Authorities, coordinating joint plans and training. Plan and assure quality for capacity mapping of Law Enforcement and Security Services, identifying focal points and managing security vetting. Manage and participate in training on human rights, rule of law, and community policing approaches. Guide the design and administration of community surveys on security perceptions. Identify and design community policing responses to address trust deficits and improve state security. Analyze and assess technical capacity and training needs of police and border authorities. Guide opportunities to integrate community policing with social cohesion and stabilization efforts. Lead focus group discussions and ensure community feedback is incorporated into program development. Track project beneficiaries and contribute to information management systems. Prepare regular implementation and progress reports.
Work Experience
Experience in law enforcement, community and international policing, and project management/implementation is required. Experience with IOM or other UN agencies, in humanitarian/development fields internationally, and engaging with governmental representatives, police, civil society, and communities is highly desirable.
Skills
Knowledge of MS Office and Internet Explorer. Ability to deliver on set objectives in hardship situations. Effective coordination with implementing partners. Ability to work effectively with local authorities, stakeholders, beneficiaries, and the community. Good computer skills.
