Job Purpose
The Supply Chain Officer, reporting to the Resources Management Officer and in coordination with regional and headquarters divisions, is responsible for overseeing all supply chain activities. This role is crucial for ensuring that IOM delivers quality goods and services to beneficiaries in a timely and cost-effective manner, aligning with Supply Chain Management (SCM) objectives. The position requires strategic planning, logistics capacity assessment, market research, and direct supervision of supply chain operations to optimize processes and address any bottlenecks.
Responsibilities
The Supply Chain Officer will conduct strategic planning for supply chain activities, collaborating with stakeholders and HQ units. Responsibilities include logistics capacity assessment, market research, and supervising all supply chain tasks such as planning, budgeting, procurement, warehouse management, transport, distribution, fleet, and asset management. The role involves identifying and optimizing supply chain processes, reviewing procurement requests, managing vendor performance, soliciting bids, and ensuring compliance with procurement rules. Additionally, the officer will provide technical support for project tendering, manage asset procurement reporting, establish internal controls to prevent fraud, monitor facility maintenance, and supervise/train supply chain staff. Representation in UN inter-agency meetings and collaboration on shared goals are also key duties.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and managing large teams of co-workers, as well as managing vendors and suppliers, is also essential for this role.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, IOM systems and processes for procurement and logistics. Excellent computer literacy. Familiarity with SAP is considered an advantage.
