Job Purpose

Responsibilities
The Deputy Chief of Mission (DCoM) represents IOM Sudan, fostering relationships with national authorities, donors, and partners. Responsibilities include overseeing country strategy formulation, identifying new program needs, and ensuring systematic implementation capacity. The DCoM contributes to risk management and compliance, enhancing internal controls and proper resource utilization. They ensure effective coordination within the Country Office, between mission and sub-offices, and promote inter-unit collaboration. Strategic recommendations are provided to senior management to improve performance. The DCoM oversees project compliance with IOM and donor regulations, supervises field operations for effective humanitarian, development, and peacebuilding nexus implementation, and leads donor relations and fundraising activities. Engagement with UN agencies on the UNSDCF and SDGs is also a key function. The DCoM formally deputizes for the CoM as needed, exercising management responsibilities.
Work Experience
Required experience includes a strong understanding of inter-agency coordination, UN systems, and experience in both crisis and development settings. Extensive experience in formulating and delivering programs related to internal displacement and solutions is essential. Experience managing international programs covering emergency, stabilization, and development areas, along with prior roles as a Head of Office or Senior Programme Manager with a UN agency or international organization, is necessary. Experience in external relations, liaising with governmental authorities, and managing IOM offices is also required.
Skills
Key skills include sound knowledge of program development, management, and capacity-building methodologies. In-depth understanding of migration-related subject areas, good knowledge of financial and administrative management, and familiarity with UN and bilateral donor programming are essential. Experience in program management within emergency contexts is also required.
