Return Counsellor
Organizational Context
The International Organization for Migration (IOM) in Switzerland seeks a Return Counsellor based in Bern. This role operates within the Federal Asylum Centres, collaborating with the State Secretariat for Migration (SEM) and other partners. The position is supervised by the Chief of Mission and the Senior Project Associate, contributing to the implementation and coordination of return counselling services.
Job Purpose
The Return Counsellor's primary purpose is to provide comprehensive return counselling and information on Assisted Voluntary Return and Reintegration (AVRR) to asylum seekers in Federal Asylum Centres. This involves facilitating safe and well-prepared journeys home, coordinating travel documents with Swiss authorities, and supporting vulnerable cases. The role contributes to the effective implementation of AVRR programs by liaising with partners, managing case data, and ensuring smooth information flow. The counsellor also supports project reporting and contributes to capacity-building initiatives, enhancing AVRR activities within Switzerland and potentially abroad.
Responsibilities
Provide return counselling and detailed information on Assisted Voluntary Return and Reintegration (AVRR) to asylum seekers in designated centres. Organize and facilitate safe return journeys in cooperation with Swiss governmental authorities, providing special support to vulnerable individuals. Coordinate the acquisition of travel documents with the State Secretariat for Migration (SEM) for migrants lacking them. Liaise with IOM Bern regarding AVRR support services and flight bookings. Maintain accurate records of all activities in the eRetour and IOM databases (Mimosa), and contribute to project reports and publications. Ensure effective communication and collaboration with relevant partners in reception centres, including SEM focal points. Liaise with consulates for travel document issuance and share expertise on Swiss AVRR case processing with IOM missions and counterparts. Maintain IOM's visibility within the centres and coordinate with other return counsellors regionally.
Work Experience
Required experience includes program and project operations, logistics, and coordination, preferably within a UN, government agency, or NGO setting. Experience in communication and liaison, particularly with migrants and in counselling contexts, is essential. A deep understanding of migration issues in Switzerland is also required.
Skills
Knowledge of the Swiss Asylum system and Federal Asylum Centres. Proficiency in handling Assisted Voluntary Return and Reintegration (AVRR) cases. Strong skills in Microsoft Word and Excel. Familiarity with eRetour and Mimosa case management systems is an asset. Excellent communication skills and experience interacting with migrants.
