Job Purpose
The Resources Management Officer, reporting to the Chief of Mission and coordinating with regional and headquarters offices, is responsible for overseeing and managing the budgetary, financial, Human Resources, and administrative functions for the IOM Malaysia Country Office and any sub-offices. This role ensures efficient and compliant operations, providing essential support to staff and contributing to the effective delivery of IOM's mandate in the region. The position requires strong leadership in administrative oversight and strategic resource management.
Responsibilities
Oversee financial management, including expenditure monitoring, accountability, and financial analysis for all country office activities. Supervise treasury functions, forecasting cash flows, controlling funds, and ensuring compliance with donor agreements. Prepare program and budget reports, review monthly accounts, and analyze budget variances to prevent project deficits. Assist in budget preparation for new projects. Provide technical support to project managers on IOM's administrative, financial, and HR policies. Maintain internal controls to safeguard assets and prevent fraud. Inspect payroll against budgets and ensure correct salary allocation. Review and recommend improvements to administrative systems and procedures. Manage the HR function, including recruitment and personnel administration, ensuring compliance with HR policies. Oversee supply chain services, vehicle fleet, and premises maintenance. Liaise with legal and procurement units for agreement reviews. Supervise ICT staff and train local staff on administrative and financial procedures. Participate in UN coordination meetings and serve as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Requires international experience in Financial and Human Resources Management. Field experience, including coordination with international institutions, is necessary. Experience in supervising administrative control procedures, coordinating external audits, and utilizing corporate IT systems is also required.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). SAP knowledge is highly desirable.
