Organizational Context

Job Purpose
The Programme Officer (Cash Based Interventions) holds overall responsibility for developing and maintaining IOM Iraq's cash-based assistance systems and portfolio. This role is pivotal in supporting the Transition and Recovery Division's mandate to address the severe challenges faced by millions of Iraqis returning post-ISIS, including widespread destruction, lack of livelihoods, and damaged infrastructure. By leading the design, implementation, and oversight of cash-based interventions, the officer directly contributes to removing initial obstacles to Internally Displaced Persons (IDPs) return and laying the foundation for longer-term recovery, economic development, and reconstruction. The position ensures that IOM's assistance is delivered efficiently and appropriately, adapting to a fluid and complex security environment, thereby facilitating humane and orderly returns and strengthening IOM's overall support to vulnerable populations in Iraq.
Responsibilities
The Programme Officer advises technical units on integrating Cash Based Interventions (CBIs) into operational plans and strategies, ensuring efficient programme objectives are met. This involves establishing and maintaining strategic partnerships with government agencies, UN partners, INGOs, and the private sector to optimize CBI solutions. The role includes day-to-day oversight and management of all cash and voucher transfers across IOM operations in Iraq, facilitating implementation and monitoring at area/sub-office levels. The officer liaises closely with internal IOM divisions (Logistics, Finance, Procurement, IT) and external financial service providers to ensure timely CBI delivery, resolving any bottlenecks. Key duties also involve coordinating with relevant government authorities, UN agencies, and NGOs, participating in national dialogue, and reviewing the appropriateness of CBI responses for transition and recovery activities. The officer plans and monitors CBI delivery, coordinates with M&E to assess efficiency and effectiveness, advises on risk management, and ensures partner compliance with operational and reporting obligations. Furthermore, the role entails preparing periodic reports, ensuring adherence to IOM policies, and supervising and training programme staff involved in CBI transfers.
Work Experience
Required experience includes working in the field, with at least three years of international experience in Cash Based Interventions programming. Experience with sectoral CBIs (e.g., shelter, health, livelihoods) and in liaising with governmental authorities, UN agencies, NGOs, and building private sector partnerships is also essential.
Skills
Excellent knowledge of Cash Based Interventions (CBIs) in humanitarian emergencies and early recovery contexts throughout the project cycle is required. This includes understanding key developments and actors in the humanitarian area. Work experience in the Middle East and Northern Africa region is advantageous, along with proven ability to supervise, train, and direct staff and operations in transitional contexts.
