Job Purpose
The Programme Officer (Migration and Sustaining Peace) role is crucial for enhancing IOM's engagement with the UN's peace and security pillar. The incumbent will manage substantive and administrative functions within the peace and security portfolio, specifically addressing areas like Prevention of Violent Extremism, Counterterrorism, Youth Peace and Security, and Women Peace and Security. This involves extensive liaison, technical support, and representational tasks to ensure IOM's mandate and actions are effectively communicated and integrated within UN frameworks. The position contributes to fostering dialogue, understanding, and collaborative efforts on migration's intersection with peace and security, supporting IOM's overall mission to promote orderly migration and address displacement.
Responsibilities
The Programme Officer will contribute to strengthening IOM's engagement with the UN Peace and Security Pillar and humanitarian architecture, serving as a focal point for Counterterrorism, Prevention of Violent Extremism, Youth Peace and Security, and Women Peace and Security. Key duties include writing reports, developing programmatic and policy documents, preparing briefing materials, and organizing side events with partners to showcase IOM's work. The role involves coordinating technical inputs for the UN Global Counter-Terrorism Coordination Compact and liaising with UN entities like CTED. Responsibilities also include coordinating IOM's engagement on Youth, Peace, and Security and Women, Peace, and Security files, supporting participation in UN meetings, and organizing visits for IOM representatives. The officer will monitor developments in the peace and security landscape, contribute to IOM policy discussions, and support knowledge management activities for the Peace and Humanitarian Team.
Work Experience
Required experience includes liaising with governmental representatives, diplomatic authorities, civil society, and UN entities. Experience within a multilateral system, preferably the UN, is essential. Familiarity with migration, development, humanitarian crises, and peace/security programming is necessary. Experience in organizing events, preparing outreach materials, strategic planning, coordination, research, policy analysis, and knowledge management is also required.
Skills
Excellent knowledge of migration-related subjects, particularly forced and conflict-induced migration. Strong understanding of UN and bilateral donor programming, including the Peacebuilding Fund and Trust Fund for Human Security. Proficient knowledge of UN policies and resolutions on Peace and Security, including the Sustaining Peace Agenda. Ability to draft research, analysis, and policy documents. Effective teamwork and communication skills. Ability to prioritize, plan, coordinate, and monitor work.
