Organizational Context
IOM, a UN-related organization established in 1951, facilitates humane and orderly migration globally. The "EU4Migration in Albania" project supports effective, EU-aligned border and migration management systems. This consultancy contributes to strengthening migration governance and protecting vulnerable groups within Albania, aligning with the National Strategy on Migration.
Job Purpose
This consultancy aims to support the Ombudsman institution in Albania to address critical gaps in migrant identification, referral, and reception. The role will provide technical assistance to improve vulnerability screening, pre-screening practices, and reception conditions, ensuring alignment with EU acquis and international standards. The objective is to enhance rights-based migration governance, particularly for vulnerable populations, by developing evidence-based recommendations, revised procedures, and strengthened safeguards through inter-institutional coordination.
Responsibilities
Analyze the legal, policy, and institutional framework for migration in Albania, focusing on pre-screening, referral, reception, and detention. Develop practical recommendations to improve access to protection support, including information, interpretation, and legal aid, and enhance the identification and referral of vulnerable individuals. Assess compliance with EU standards and international conventions, particularly concerning non-refoulement, due process, child protection, and trafficking victim safeguards. Prepare technical inputs for draft laws, SOPs, and guidance materials. Develop technical products such as analytical notes, referral pathway mappings, and screening checklists. Contribute to monitoring and reporting on migration strategy implementation, proposing indicators and documenting progress. Conduct consultations and support monitoring visits to gather evidence for recommendations and inter-institutional problem-solving.
Work Experience
A minimum of 5 years of relevant professional experience is required. Experience in migration governance, border procedures, reception, monitoring, refugee protection, or rule-of-law/human rights work is preferable. Strong knowledge of EU migration standards and international practices, including vulnerability identification and referral mechanisms for children and trafficking victims, is essential.
Skills
Excellent communication and reporting-writing skills in Albanian and English. Strong interpersonal and intercultural skills with attention to detail. Ability to maintain accuracy and confidentiality in performing responsibilities.
