Organizational Context
The International Organization for Migration (IOM) is a leading UN agency dedicated to promoting humane and orderly migration. Within Iraq, IOM is a key player in resolving internal displacement, supporting government efforts and IDPs in achieving durable solutions. The Transition and Recovery Division focuses on removing obstacles to return and establishing foundations for recovery and development.
Job Purpose
This role supports the effective implementation of activities related to durable solutions operations and inclusive community programming within IOM Iraq's Transition and Recovery Division. The Programme Coordinator will contribute to the overall strategic direction of durable solutions, focusing on operational aspects. This involves developing methodologies, monitoring progress, and ensuring the quality of interventions. The position plays a crucial part in coordinating efforts to facilitate the return, relocation, and reintegration of Internally Displaced Persons (IDPs) through an area-based approach, fostering sustainable programming and community engagement.
Responsibilities
The Programme Coordinator will support the implementation of durable solutions strategies, focusing on operations and developing relevant methodologies and tools. Responsibilities include monitoring and analyzing intervention outcomes, coordinating the technical management of Community Resources Centers to support durable solutions, and enhancing community-based approaches for sustainable programming. The role involves active participation in coordination structures like the Returns Working Group and Durable Solutions Team Working Group, collaborating with humanitarian, stabilization, and development organizations to identify gaps and synergies. Establishing collaboration modalities with IOM counterparts, partners, and governmental stakeholders is key. The position also contributes to resource mobilization through reporting and proposal development, supervises technical staff, and ensures the integration of cross-cutting issues such as protection, gender, and conflict sensitivity.
Work Experience
Requires a minimum of five years of relevant international experience in management, community engagement, stabilization, peacebuilding, return, recovery, and reintegration. Experience with specialized international organizations, particularly in early recovery, stabilization, assistance to IDPs/refugees, and humanitarian aid in the Middle East/North Africa is preferred. Experience working directly with displaced populations in conflict settings and with protracted displacement situations, especially socio-economic reintegration, is also valuable.
Skills
Familiarity with programmatic issues in relief-to-recovery transitions, including a good understanding of early recovery principles. Familiarity with the Iraqi context or similar contexts is advantageous.
