Organizational Context
The Senior Project Associate (Information Management) supports IOM Moldova's Protection Programme, operating under the overall supervision of the Protection Programme Coordinator and direct supervision of the Protection Project Coordinator. This role collaborates with other IOM units, focusing on information management, data coordination, reporting quality assurance, and partner coordination. The position is critical for ensuring accurate data, consistent reporting, and effective information flows across Protection sub-units and implementing partners, adhering to IOM standards.
Job Purpose
The Senior Project Associate (Information Management) is instrumental in supporting the effective and timely implementation of IOM Moldova's Protection programme activities. The core purpose of this role is to provide essential technical support, ensuring the integrity of information management, robust data coordination, and stringent reporting quality assurance. By facilitating seamless information flows across Protection sub-units and implementing partners, the incumbent directly contributes to the programme's ability to meet its objectives in line with IOM standards and donor requirements. This position is critical for maintaining accurate data and consistent reporting, which underpins evidence-based decision-making and operational effectiveness. Furthermore, the role supports the comprehensive coordination of implementing partner processes, encompassing data management, monitoring input verification, and administrative follow-up, all while upholding strict compliance with IOM procedures and tools. This ensures that the Protection programme operates efficiently and transparently, maximizing its impact.
Responsibilities
The Senior Project Associate will manage and enhance programme data systems, including implementing, maintaining, and improving databases like KOBO, ensuring systematic data collection, validation, and storage in compliance with IOM data protection standards. This involves harmonizing data systems and aligning with donor requirements. The role provides technical support for data collection, applies quality control checks, and compiles/analyzes datasets for monitoring, reporting, and evidence-based decision-making, generating regular summaries. Key duties include supporting the preparation and review of narrative and data reports, cross-checking information for consistency, and liaising with relevant units to ensure adherence to reporting timelines and formats. The incumbent will also provide comprehensive technical and administrative support throughout the implementing partner (IP) management cycle, assisting with partner selection, contract processing, tracking deliverables, and monitoring activities. This includes maintaining organized IP documentation and facilitating information exchange. Additionally, the role supports operational monitoring, contributes to monitoring tools, and provides capacity building to staff and partners on data collection tools and information management best practices, promoting standardized data management across units.
Work Experience
Required experience includes humanitarian response, development, or protection programming, specifically in data management, information management, monitoring, or reporting within humanitarian/development settings. This involves working with databases (e.g., KOBO), data collection tools, quality control, and analysis. Experience in liaison and coordination with NGOs, governmental authorities, and UN partners is essential. Prior experience with NGOs focused on GBV, women’s rights, or anti-trafficking, and supporting training/capacity-building activities, is preferable. Previous work with IOM or a UN agency is also desirable.
Skills
Knowledge of humanitarian response planning and structures. Understanding of NGO networks and Moldova's operational environment. Quick learning ability for new thematic areas in protection work. Proficiency in MS Office (especially Excel) and data tools/databases. Ability to compile, analyze, and present data clearly. Strong organizational and coordination skills with attention to detail. Ability to work collaboratively across teams and follow processes.
