Organizational Context
IOM, a UN-related organization established in 1951, is the leading agency in migration, promoting humane and orderly movement. This Supply Chain Officer role operates under the Chief of Mission/Head of Office and Head of Resources Management. The position collaborates closely with the Regional Office in Cairo and the Supply Chain Division at Headquarters, overseeing all supply chain activities within the Country Office.
Job Purpose
The Supply Chain Officer's core purpose is to strategically oversee and manage all supply chain activities for the Country Office, ensuring the efficient and timely delivery of quality goods and services to beneficiaries at optimal prices. This role is instrumental in achieving Supply Chain Management (SCM) objectives, which directly support IOM's broader humanitarian and development mandates. By establishing robust logistical frameworks and optimizing processes, the officer contributes significantly to the organization's capacity to respond effectively to migration challenges, protect vulnerable populations, and facilitate orderly migration pathways. The position ensures that essential resources are procured, stored, and distributed effectively, thereby enhancing operational efficiency and directly impacting the success of IOM's programs and interventions on the ground.
Responsibilities
The Supply Chain Officer conducts strategic planning for supply chain activities, performs logistics capacity assessments, and market research to inform decision-makers on local trends. The role involves leading and supervising all Country Office supply chain operations, including planning, procurement, warehouse management, transport, distribution, fleet, assets, and facilities management, while providing guidance and training to SCM staff on policies. Key duties include overseeing the full procurement cycle, from reviewing requests, soliciting bids, and evaluating offers to selecting suppliers and processing purchase orders. The officer identifies and resolves supply chain bottlenecks, optimizing processes for efficient delivery, and establishes robust internal control mechanisms to safeguard assets and prevent fraud. Additionally, the position involves preparing regular progress reports, ensuring timely submission of asset procurement reports, and representing the Country Office in UN inter-agency meetings related to supply chain management.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Demonstrated experience in training and managing large teams of co-workers, as well as effectively managing vendors and suppliers, is also essential for this role.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, along with IOM's systems and processes for procurement and logistics. Excellent computer literacy is required, and good knowledge of Oracle is considered an advantage.
