Job Purpose
The Programme Manager (Shelter/Non-Food Item) is responsible for the operational, budgetary, and technical oversight of IOM's Shelter/NFI program in Bangladesh. This includes planning, implementation, and coordination of frontline responses, pipeline management, and program oversight in Cox's Bazar. The role involves managing teams, ensuring alignment with donor commitments, and reporting on project activities. The position contributes to IOM's critical assistance to Rohingya refugees and host communities in Cox's Bazar, addressing the significant displacement following the 2017 violence in Rakhine State.
Responsibilities
The Programme Manager will plan, develop, and monitor the effective implementation of Shelter/NFI operations in Bangladesh, ensuring alignment with sector policies and strategic objectives. Responsibilities include managing project spending, ensuring compliance with donor commitments and financial regulations, and staying updated on Shelter/NFI programming strategies. The role involves new project development, community engagement, and defining solutions for displaced populations. The manager will represent IOM in relevant sector forums, coordinate and supervise all Shelter/NFI activities including M&E, and ensure quality deliverables. Integration of cross-cutting issues like gender and accountability to affected people is crucial. Reporting to donors, coordinating with HR for recruitment and training, and supervising program staff are key duties. The role also requires coordination with humanitarian partners and local authorities, and undertaking duty travel for project reviews.
Work Experience
Experience working with the United Nations, international organizations, or NGOs is required. Field experience in Shelter/NFI program management within international humanitarian responses is essential. Emergency experience, previous project implementation, and solid management experience, including project monitoring and reporting within IOM, are advantageous.
Skills
Knowledge of IOM Shelter/NFI portfolio, technical guidelines, minimum standards, policies, and coordination architecture. Understanding of the UN system and donor programming. Ability to build strong stakeholder relationships. Demonstrated staff supervision and management skills. Excellent communication and negotiation skills. Strong strategic analysis, writing, organizational, and planning skills. Proficiency in Microsoft Office suite is required; knowledge of the region/country and IOM project management cycle are desirable.
