EOI Mobility: Head Of Resources Management
Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. It protects people on the move, drives solutions to displacement, and facilitates regular migration pathways. This role operates within the Country Office (CO) and/or Sub-Office(s), reporting to the Head of Office and coordinating with regional and headquarters departments.
Job Purpose
The Head of Resources Management is responsible for supervising and managing the budgetary, financial, Human Resources, and administrative functions within the Country Office and/or Sub-Office(s). This role provides crucial support in these areas to staff, ensuring compliance with IOM regulations and procedures. The position plays a key part in maintaining financial integrity, optimizing resource allocation, and supporting the overall operational efficiency of the country mission. The incumbent will work under the direct supervision of the Head of Office, with close coordination with the Senior Regional Resources Management Officer and relevant departments at Headquarters and the Global Shared Services Centre.
Responsibilities
Oversee and manage all financial operations, including expenditure monitoring, accountability, and financial analysis. Supervise treasury functions, forecasting cash flows, and controlling fund disbursements to ensure compliance with donor agreements. Prepare programme and budget reports, review monthly accounts, and conduct financial analysis of projects, identifying and mitigating budget variances. Assist in budget preparation for new projects and provide technical support to project managers on administration, finance, and HR compliance. Maintain internal controls to safeguard assets and prevent fraud. Oversee payroll allocation and HR functions, including recruitment and personnel administration, ensuring adherence to HR policies. Manage supply chain services, including contracts, fleet, and premises. Liaise with legal and procurement units for agreement reviews. Supervise ICT staff and train local personnel on administrative and financial procedures. Participate in UN operational meetings and may serve as Officer-in-Charge in the Head of Office's absence.
Work Experience
Requires international experience in Financial and Human Resources Management. Field experience, including coordination with international institutions, is essential. Experience in developing and implementing administrative control procedures, coordinating external audits, and utilizing corporate IT systems and software is also necessary.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced proficiency in Microsoft Office, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). Knowledge of Oracle is highly desirable.
