Organizational Context
The International Organization for Migration (IOM) is a UN-related agency focused on humane and orderly migration. This role, the Movement Operations Coordinator, sits within the IOM Libya Country Office’s Operations Movement Unit. Job Purpose
The Movement Operations Coordinator supports the International Organization for Migration (IOM) Libya Country Office’s Operations Movement Unit, specifically focusing on resettlement and humanitarian return projects. The primary purpose is to ensure the efficient, safe, and compliant implementation of all movement operations, adhering to IOM guidelines and Standard Operating Procedures. This involves coordinating and monitoring activities, providing daily management and technical support to operations staff, and fostering effective liaison with government authorities, diplomatic missions, and other humanitarian partners like UNHCR. The role is crucial for managing logistical arrangements for migrant and refugee movements, overseeing operational budgets, and developing initiatives to enhance program visibility and effectiveness. By ensuring timely and accurate reporting, analyzing movement trends, and implementing corrective actions, the Coordinator contributes significantly to IOM's mandate of promoting humane and orderly migration and protecting people on the move in Libya.
Responsibilities
The Movement Operations Coordinator is responsible for coordinating and monitoring all Movement Operations activities, including resettlement and voluntary humanitarian return, ensuring adherence to IOM guidelines and Standard Operating Procedures. This involves providing daily management and technical supervision to Operations Unit staff, including capacity building and guidance on in-house system applications like MiMOSA, iGATOR, and AMADEUS. The role requires developing and maintaining liaison with government authorities, diplomatic missions, and other counterparts such as UNHCR, particularly regarding selection mission interviews and logistical needs. Key duties include managing and ensuring timely, efficient, and safe logistical land transportation arrangements, including procurement and escorts, for various migrant and refugee movements. The Coordinator will also monitor operational budgets and expenditures, track utilization, and ensure compliance with IOM procedures and donor requirements. Furthermore, the role involves developing and implementing initiatives to promote program visibility, designing monitoring tools, ensuring reporting compliance, analyzing travel projections, and participating in relevant events and meetings with stakeholders.
Work Experience
Required experience includes working in migrants’ assistance with a Government, UN agency, or a regional/international organization, particularly in the Middle East and/or North Africa. Direct experience in the region is considered an advantage. Proficiency in the usage of office software packages such as MS Word and Excel is also necessary.
Skills
Good knowledge of UN, IOM, International Organizations, and NGO mandates in migrant rights, humanitarian assistance, and development. Strong written, verbal, and interpersonal communication skills, with the ability to lead a team. Attention to detail, organizational abilities, and self-motivation to work under pressure with minimal supervision. Quality control and assurance skills are essential. Leadership and negotiation skills, particularly in multi-stakeholder and multicultural environments, are also required. Knowledge of spreadsheet and data analysis is an advantage.
