Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. Job Purpose
The Head of Sub-Office in Bentiu is responsible for the comprehensive management and administration of the IOM Sub-Office. This includes coordinating the implementation of IOM's diverse programming in alignment with organizational policies and standards. The role involves overseeing operational, human resources, administrative, financial, and supply chain functions, ensuring efficient and effective service delivery. The position plays a crucial part in maintaining IOM's presence and operational capacity in a challenging environment, contributing to the organization's mandate of assisting governments and migrants.
Responsibilities
Manage all Sub-Office functions including operations, human resources, administration, finance, and supply chain, adhering to IOM regulations. Lead staff recruitment, training, and capacity building. Represent IOM in meetings with government authorities, international organizations, NGOs, and other stakeholders. Foster and maintain strong working relationships with key partners. Contribute to the design and development of new projects. Ensure adherence to safety and security procedures for staff, premises, and assets. Monitor and support the implementation and reporting of all program activities, ensuring compliance with IOM standards and donor agreements. Provide regular updates to senior management on program progress, challenges, and opportunities for expansion. Assess and address operational gaps, providing technical support to ensure staff efficiency and cost-effectiveness. Ensure visibility of IOM and donors. Perform other assigned duties.
Work Experience
Experience in managing humanitarian operations in complex, post-conflict emergencies internationally. Proven experience in liaison with government authorities, donors, and multi-stakeholders. Demonstrated experience in project development, reporting, program implementation, monitoring, and evaluation. Experience working within the region is also required.
Skills
Knowledge of migration management principles. Expertise in post-conflict/emergency operations. Ability to lead and coordinate multiple activities. Proven ability to manage large operations in developing countries. Capacity to work under pressure in difficult conditions. Excellent communication, negotiation, and project development skills. Strong drafting abilities. High degree of computer literacy.
