Job Purpose

The Information Management and Technology Officer will manage, coordinate, and implement the activities of the Information and Communications Technology (ICT) unit within IOM Libya Country Office and its Sub-Offices. This involves ensuring timely and accurate ICT support, aligning operations with IOM ICT policies and strategy, and providing solutions to meet operational needs, including during humanitarian emergencies. The role also serves as the local liaison for ICT business relationships and cybersecurity, engaging with various internal and external stakeholders to ensure coordinated service provision and digital innovation.

Responsibilities

Manage and coordinate the ICT Unit, ensuring compliance with IOM policies and strategy. Liaise with management and units to provide timely ICT solutions and services, including for emergencies. Act as the ICT business relationship and cybersecurity liaison, engaging with internal and external partners. Supervise and train the ICT team, ensuring effective implementation of strategic initiatives and incident response. Prepare ICT documentation, including SOPs, Business Continuity Plans, and Disaster Recovery Plans. Conduct service improvement assessments and advise management on optimizing ICT infrastructure. Provide specialized data-related advice, analyze user requirements, and translate them into business outcomes. Develop and maintain technical specifications for ICT procurement. Supervise the implementation of cybersecurity controls and compliance. Develop, implement, and administer database information systems for DTM implementation, including data collection tools and analytical reports. Support data reporting and analysis for donors and stakeholders.

Work Experience

Required experience includes overseeing Microsoft Windows and Serverless networks (LAN/WAN), first-level network/desktop support in a large international organization, and supervisory experience in ICT functions within an international agency, particularly in complex/post-conflict settings. Experience in planning, design, development, implementation, and maintenance of computer information systems, cybersecurity compliance, incident response, and Microsoft 365 cloud-based applications is also necessary.

Skills

Advanced oral and written communication skills; ability to communicate effectively with business leaders and those with limited technical background. Extensive knowledge of Windows OS, Network/Systems administration, TCP/IP, Cisco devices, VPN, VoIP, MS Office 365, and Antivirus Software. Knowledge of web-based development, GIS, and mapping tools is advantageous. Ability to work independently, demonstrate initiative, and achieve high-quality results. Experience with database information systems and data processing tools. Ability to handle confidential data professionally. Coaching and teamwork skills in a multicultural environment.
