This role operates within the Family Assistance Programme (FAP), reporting to the Senior Programme Coordinator and receiving thematic guidance from HQ, while coordinating with country office senior management.
Job Purpose
The Deputy Global Programme Coordinator (FAP) is responsible for jointly ensuring the effective planning, implementation, monitoring, evaluation, reporting, and coordination of the global Family Assistance Programme (FAP). This involves a focus on protection-centered, rights-based, and results-oriented programme management. The role leverages FAP expertise to promote and expand regular migration pathways globally, in coordination with relevant IOM divisions. Additionally, the position supports the Country Office senior management team in overall programme development and management, ensuring alignment with IOM's mandate and objectives.
Responsibilities
Oversee daily administrative, operational, case-management, protection, and budgetary aspects of the FAP, ensuring client service excellence and adherence to IOM regulations. Provide operational management, guidance, and technical supervision to the programme network, including strategic inputs for enhancement and resource allocation. Coordinate the elaboration and compilation of programme updates, briefs, and reports for stakeholders, ensuring compliance with donor requirements. Monitor progress against strategic objectives and programme benchmarks, implementing a robust Monitoring and Evaluation (M&E) framework. Supervise and mentor programme staff, delivering relevant training and facilitating capacity building. Represent IOM/FAP in meetings with governments, UN agencies, and other partners to promote regular migration pathways. Ensure FAP expertise contributes to gender-responsive and protection-centered regular mobility pathways globally. Undertake international travel to FAP centers for coordination and support. Support the Country Office senior management in programme development and management.
Work Experience
Experience in overseeing regional/global projects, leading strategy development, and business transformation. Proven experience in preparing project proposals, managing multi-million dollar global project budgets, and supervising administrative control procedures. Expertise in programme conceptualization, development, monitoring, reporting, and evaluation, as well as capacity-building activities. Experience liaising with governmental and diplomatic authorities, and organizing high-level stakeholder consultations.
Skills
Familiarity with financial and business administration. Understanding of internal and international migration issues. Knowledge of UN and bilateral donor programming. Ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Strong conceptualization, analytical, and writing skills. Strong communication, organizational, and interpersonal relationship skills. Ability to meet deadlines and work under pressure.
