Job Purpose
This consultancy supports the design of a Blended Finance Mechanism in Georgia by conducting analytical assessments of climate-related human mobility. The role involves providing local expertise, data collection, analysis, and stakeholder engagement to develop evidence and recommendations. The goal is to identify scalable, investment-ready mechanisms that bridge climate adaptation needs with human mobility dynamics, tailored to Georgia's context, market conditions, and target populations. This is crucial for enabling a viable, context-specific blended finance mechanism to support climate-resilient livelihoods amidst increasing climate-related risks and migration pressures in Georgia.
Responsibilities
The National Consultant will provide analytical, technical, and coordination support for assessing Georgia's financial, institutional, and market landscape related to climate-resilient livelihoods and human mobility. Key duties include conducting desk reviews of relevant policies and frameworks, coordinating with the International Consultant, and supporting the analysis of the national financial ecosystem by collecting data and mapping key actors. The role involves assessing market conditions, opportunities, and barriers for blended finance mechanisms, reviewing existing financial products, and evaluating their relevance for target populations. Responsibilities also include assessing barriers to finance for vulnerable groups, identifying opportunities to leverage various capital sources, and contributing to the identification of investment opportunities in sectors like the green economy. The consultant will map stakeholders, facilitate communication, support consultation processes, and contribute analytical inputs to project deliverables, including reports and recommendations for the blended finance mechanism.
Work Experience
A minimum of 7 years of relevant experience in innovative finance, blended finance, climate finance, or development finance is required. Demonstrated knowledge of Georgia's financial sector, sustainable finance landscape, and regulatory frameworks is essential. Experience with stakeholder engagement, qualitative research, data collection, and consultations involving diverse national stakeholders is also required.
