The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. The Resources Management Officer, reporting to the Chief of Mission, will oversee budgetary, financial, HR, and administrative functions for the Côte d’Ivoire Country Office and sub-offices, coordinating with regional and headquarters departments.
Job Purpose
The Resources Management Officer is responsible for the comprehensive supervision and management of the budgetary, financial, Human Resources, and administrative functions within the Côte d’Ivoire Country Office and its sub-offices. This role ensures the efficient and compliant execution of all administrative operations, providing essential support to staff. The officer will coordinate closely with the Chief of Mission, the Senior Regional Resources Management Officer, the Department of Financial and Administrative Management at Headquarters, and the Global Services Shared Centre. The purpose is to maintain robust internal controls, safeguard organizational assets, and support the effective implementation of IOM's mandate by ensuring sound financial management, HR practices, and administrative support services, thereby contributing to the overall operational success and mission objectives.
Responsibilities
The Resources Management Officer will oversee and monitor the financial management of the Country Office, including expenditure and accountability, and conduct financial analysis of all activities. Responsibilities include supervising treasury management, forecasting cash flows, controlling funds, and validating disbursements against donor agreements. The role involves preparing programme and budget reports, reviewing monthly accounts, and conducting financial analysis of projects to prevent deficits. The officer will assist in budget preparation for new projects and provide technical support to project managers on IOM regulations in finance, HR, and administration. Key duties also include maintaining internal controls, inspecting payroll against budgets, recommending improvements to systems and procedures, and managing the Human Resources function, including recruitment and personnel administration. Additionally, the officer will oversee Supply Chain services, manage vehicle fleets and premises, liaise with legal and procurement units, supervise ICT staff, and train local staff on administrative and financial procedures. The role may involve participating in UN meetings, serving as Officer-in-Charge in the absence of the CoM, and performing other assigned duties.
Work Experience
Required experience includes financial and Human Resources management at the international level, with field experience in coordination with international institutions. Experience in supervising the development and implementation of administrative control procedures, coordinating external audits, and proficiency with corporate IT systems and software are also necessary.
Skills
Proficiency in IOM/UN finance, Supply Chain, and HR procedures. Advanced knowledge of Microsoft Office, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). Knowledge of SAP is highly desirable. Fluency in English and French (oral and written) is required.
