The IOM Egypt's Immigration and Border Governance (IBG) Unit assists governmental authorities in enhancing border management capacities through training, equipment, and policy support. The Senior Project Associate provides technical and administrative support to the IBG Programme, focusing on combatting cross-border crime and border governance, under the supervision of the Senior Programme Manager and National Project Officer.
Job Purpose
The Senior Project Associate will provide crucial technical and administrative support to the Immigration and Border Governance (IBG) Programme in Egypt. This role is instrumental in assisting governmental authorities to enhance their capacities for efficient, coordinated, and integrated border management. The incumbent will specifically focus on combatting cross-border crime and strengthening overall border governance. Key contributions include supporting extensive training, equipment provision, and infrastructure development for various ministries involved in border management. The role also involves policy support, initiatives related to International Migration Law, rule of law, rights-based border management, and humanitarian border management. Furthermore, the Associate will support projects on migration data and risk analysis, countering migrant smuggling, and integrating artificial intelligence in border management, while ensuring activities align with migrants’ human rights and protection approaches. This position directly contributes to IOM's mandate of promoting humane and orderly migration.
Responsibilities
The Senior Project Associate will independently lead and coordinate project implementation, monitoring activities, analyzing challenges, and recommending adjustments to ensure adherence to plans. This involves comprehensive research, data compilation, analysis, and presentation on national and international developments, legislation, and reports. The role includes meticulous budget monitoring, verifying fund availability, and maintaining financial records in line with IOM policies and donor requirements. The incumbent will coordinate and monitor all financial, administrative, and technical aspects of projects, escalating issues as needed. Key duties also encompass planning, coordinating, and conducting capacity-building workshops, preparing and delivering presentations and training modules for beneficiaries and stakeholders in Immigration and Border Governance. The Associate will actively participate in meetings, maintaining effective liaison with local authorities, partners, UN agencies, and donors. Furthermore, responsibilities include coordinating the preparation and timely submission of correspondence, briefing notes, presentations, and both narrative and financial reports. The role also involves identifying good practices, documenting lessons learned, contributing to the development of Standard Operating Procedures, policies, and concept papers, and supporting new project development. Cooperation with other units, providing guidance, and potentially supervising staff are also expected.
Work Experience
Required experience includes working in government, security, law, human rights, or economic development within international organizations, border management, or law enforcement. Experience in project development and donor relations is also essential. Advantageous experience includes supporting IBG projects, delivering IBG-related training to government officials, developing training plans and SOPs, and working with international humanitarian or government institutions in multicultural settings.
Skills
Strong understanding of international law (especially International Migration Law), rule of law, and human rights. Knowledge of IBM (Integrated Border Management) concepts is an advantage. Demonstrated knowledge of legal frameworks for cross-border crime, migrant smuggling, and human trafficking. Proficiency in research, data analysis, and preparing analytical reports and project documentation. Proven ability to manage projects, organize workshops, training, and stakeholder events. Excellent written and oral communication skills in English, including presentations. Knowledge of UN and bilateral donor programming, and financial rules. Fluency in Arabic and English (written and oral) is required.
