Job Purpose
The Senior Project Associate provides crucial technical and administrative support to the Immigration and Border Governance (IBG) Programme in Egypt. This role is instrumental in strengthening the capacities of national border management authorities, particularly in combating cross-border crime and enhancing overall border governance. The incumbent contributes to the effective planning, coordination, and implementation of IBG projects, ensuring a coordinated and integrated approach to border management across various ministries. By assisting in the provision of extensive training, equipment, and policy support, the role directly supports the enhancement of national frameworks related to International Migration Law, Integrated Border Management, and Humanitarian Border Management. Furthermore, the position plays a key part in integrating human rights and protection principles into IBG initiatives, thereby promoting humane and orderly migration and safeguarding the rights of migrants within the country. This support directly contributes to IOM Egypt's mandate of fostering efficient, rights-based, and comprehensive border management practices.
Responsibilities
The incumbent will assist in the planning, coordination, implementation, and monitoring of IBG projects, identifying synergies with other Country Office activities. This includes drafting project documentation, briefing notes, and reports, as well as compiling and presenting information on relevant national and regional developments. The role involves preparing and delivering presentations and training modules to beneficiaries, and supporting the coordination of meetings and capacity-building activities for partner government agencies and stakeholders. The Senior Project Associate will monitor the programme’s budgetary and administrative aspects, support procurement and rehabilitation projects, and oversee project implementation, including the work of local partners. Additionally, the role requires maintaining liaison with government entities, embassies, and UN agencies, cooperating with team members, providing guidance, and undertaking duty travel for project activities and liaison.
Work Experience
Required experience includes working with international organizations, humanitarian operations, Search and Rescue (SAR) authorities, border management, law enforcement, project development, or donor relations. Experience in supporting IBG projects and delivering related training for government officials is an advantage. Experience working with SAR, maritime law, migration, human rights, or inter-governmental cooperation is also beneficial. Prior experience in developing training plans, standard operating procedures, and supporting donor project management is an added advantage.
Skills
Key skills include a strong understanding of international migration law, rule of law concepts, human rights, and relevant legal frameworks for migration governance, smuggling, and trafficking. Proficiency in integrated and humanitarian border management approaches, and SAR coordination mechanisms is essential. The role requires the ability to compile, analyze, and present information, draft reports, and support project implementation. Demonstrated ability to monitor activities and organize meetings, workshops, and events involving multiple stakeholders is also necessary. Strong written and oral communication skills in English, including presentation delivery, are required.
