Job Purpose
The Senior Disarmament, Demobilization, and Reintegration (DDR) Coordinator will play a crucial role in addressing Haiti's complex security and governance challenges. This position involves co-leading the UN Inter-Agency Working Group on DDR, providing technical and strategic support to national authorities, and facilitating coordination among various national and international actors. The role is essential for developing and implementing effective DDR and Community Violence Reduction strategies, strengthening national capacities, and ensuring the successful reintegration of displaced populations into secured neighborhoods. Ultimately, the purpose is to contribute to enhanced community resilience, social cohesion, and stability in Haiti through well-coordinated and impactful DDR interventions.
Responsibilities
The role involves co-leading the UN IAWG-DDR, representing IOM in national coordination platforms, and serving as the primary focal point for interagency coordination on DDR and Community Violence Reduction (CVR). Key duties include facilitating consensus among actors on DDR frameworks, leading the technical formulation and monitoring of a DDR Action Plan, and overseeing the development of Standard Operating Procedures (SOPs). Additionally, the position provides technical and strategic support to the National Commission for DDR, leading planning, coordination, monitoring, and evaluation of DDR interventions. This includes strengthening national capacities, developing community engagement plans, and contributing to resource mobilization and knowledge management. The role also supports partner coordination for returns to secured neighborhoods, ensuring harmonized efforts and developing SOPs for partner interventions. Finally, it offers technical advisory support to IOM Haiti’s DDR/CVR programs, integrating lessons learned, leading institutional capacity-building, and contributing to resource mobilization and high-quality knowledge management.
Work Experience
Requires proven experience in program design, inter-agency coordination, project management, and oversight. Specific international experience in DDR and CVR programs or stabilization initiatives is essential. Experience in project implementation, capacity building, information management, and grant/fund management is also necessary. Certification in Safe and Secure Approaches in Field Environments (SSAFE) is required. Experience in complex crisis countries like Haiti is considered an asset.
