Organizational Context
The International Organization for Migration (IOM) in Honduras seeks a Supply Chain Assistant in Tegucigalpa. This role operates under the supervision of the Resources Management Officer and Senior Procurement and Logistics Assistant, collaborating with Headquarters and Administrative Centres to manage essential resources management functions within the organization.
Job Purpose
The Supply Chain Assistant is responsible for managing key resources management functions within IOM Honduras. This includes overseeing procurement processes from requisition to payment, ensuring compliance with organizational policies and procedures. The role also involves managing logistics tasks related to property, assets, warehousing, and transportation. By efficiently handling these duties, the assistant contributes to the smooth and effective operational support of IOM's mission in the region, ensuring timely delivery of goods and services and maintaining accurate records for accountability and reporting.
Responsibilities
Procurement duties include receiving and verifying requisitions, assisting with complex purchases, preparing tender documents, soliciting bids, and preparing bid analysis summaries. The assistant will confirm supplier agreements, prepare purchase orders, monitor deliveries, and process vendor invoices for timely payment. Maintaining procurement records, conducting market surveys, and managing contractual agreements are also key responsibilities. Additionally, the role involves providing guidance on procurement procedures to staff and managing office supplies and utilities. Logistics responsibilities encompass property and asset management, warehousing, insurance, maintenance, and transportation coordination, including fleet operations and vehicle maintenance schedules. The assistant will also train junior staff and perform other assigned duties.
Work Experience
Required experience includes working with vendors and service providers in procurement and logistics, and managing asset processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, as well as working in an international organization, are considered advantageous.
Skills
High level of computer literacy, knowledge of ORACLE (highly desirable), ability to work with national and international institutions, ability to prepare clear and concise reports, and excellent communication and negotiation skills.
