Organizational Context
The International Organization for Migration (IOM), a UN-affiliated agency founded in 1951, promotes humane and orderly migration. In Côte d’Ivoire, a key country for migration, persistent youth unemployment and a skills mismatch hinder sustainable employment. This consultancy supports a project aimed at strengthening safe and regular migration pathways for Ivorian workers and students, funded by the IOM Development Fund and the EU.
Job Purpose
This consultancy aims to produce a feasibility study on skills mobility partnerships in Côte d’Ivoire, supporting the operationalization of regular migration pathways for Ivorian nationals for work and study. The study will map existing regular migration routes, identify priority corridors (North-South and South-South), and assess the technical, institutional, economic, legal, and operational feasibility of establishing such partnerships. The findings will inform the MIGRET project, enhancing reliable information on regular migration opportunities and contributing to sustainable development through managed migration. The consultant will deliver a comprehensive report with actionable recommendations and a roadmap for implementation.
Responsibilities
The consultant will conduct a feasibility study on skills mobility partnerships in Côte d’Ivoire. Key responsibilities include: developing an inception report with methodology and work plan; conducting a comprehensive literature review; creating data collection tools; mapping existing bilateral labor migration agreements and regular migration opportunities for Ivorians; analyzing access conditions, procedures, actors, and obstacles; identifying and prioritizing migration corridors based on economic, institutional, and migration dynamics; assessing the feasibility of partnerships, including legal, policy, and institutional frameworks; analyzing economic conditions, labor market needs, skill shortages, and economic links; identifying priority sectors; evaluating national training capacities and operational requirements (visas, recognition of qualifications); assessing mobility costs; and developing operational recommendations and a roadmap. The consultant will also facilitate a validation workshop and finalize the report with an executive summary and presentation materials.
Work Experience
A minimum of 8 years of experience in quantitative and qualitative data collection and analysis is required, along with proven experience in analytical research and report production. At least 5 years of experience in migration, development, or public policy consultancies/projects is necessary. Experience in labor market analysis, skills mobility, or labor migration is highly desirable. Collaboration with international organizations is an asset.
Skills
Strong analytical and conceptual skills, expertise in economic analysis and migration policies, knowledge of migration-development issues and international frameworks (GCM), understanding of bilateral migration agreements, ability to analyze legal and policy frameworks, high-quality report writing, French proficiency, and desirable English proficiency.
