Job Purpose
The Resources Management Officer (RMO) is responsible for managing and coordinating the budgetary, financial, Human Resources, and administrative functions for IOM's Country Office and Special Liaison Office in Ethiopia. This role provides essential support to staff in these offices, including those in sub-offices, ensuring compliance with IOM policies and procedures. The RMO plays a critical part in the efficient and effective operation of the office by overseeing financial management, treasury, budgeting, internal controls, and human resources administration. The position contributes to safeguarding organizational assets, ensuring compliance with donor agreements, and supporting project managers throughout the project cycle.
Responsibilities
The Resources Management Officer oversees financial management, including expenditure monitoring, financial analysis, and treasury functions like cash flow forecasting and fund validation. Responsibilities include assisting with budget preparation, financial reporting for donors, and budget control, analyzing variances, and supporting new project budgets. The role ensures compliance with IOM rules for engaging Implementing Partners and conducts financial verification. It involves maintaining internal controls to safeguard assets and prevent fraud, inspecting payroll against budgets, and following up on audit recommendations. The RMO also contributes to risk management standards and supports the Human Resources function, including recruitment and personnel administration. Additionally, the role assists in supervising IT, procurement, and logistics services, provides capacity building to staff in various administrative areas, and liaises with external stakeholders.
Work Experience
Requires experience in Financial and Human Resources Management at an international level. Field experience, including coordination with international institutions, is necessary. Experience in supervising administrative control procedures, coordinating external audits, and using corporate IT systems and software is also required.
Skills
Knowledge of IOM/UN finance, Supply Chain, and HR procedures. Advanced Microsoft Office skills, particularly Excel. Familiarity with International Public Sector Accounting Standards (IPSAS). Knowledge of SAP is highly desirable.
