Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. As the USG's implementing partner, IOM will support Chuuk State, Federated States of Micronesia, in relief efforts and reconstruction following Super Typhoon Sinlaku. This Programme Officer - Construction role is crucial for overseeing the reconstruction of public and community infrastructure under the COFA READY project, reporting to the Chief of Mission.
Job Purpose
The Programme Officer - Construction is responsible for overseeing the reconstruction of public and community infrastructure in Chuuk State, Federated States of Micronesia, following extensive damage from Super Typhoon Sinlaku. This role is integral to the COFA READY project, funded by the USG, and aims to rebuild essential facilities and housing. The incumbent will provide technical oversight and manage the implementation of the reconstruction component, ensuring all activities are executed effectively to meet project objectives. The purpose is to facilitate disaster relief and humanitarian support through the reconstruction of vital infrastructure, contributing to the resilience and recovery of affected communities.
Responsibilities
Coordinate the technical design, planning, and implementation of reconstruction activities, ensuring adherence to national and international standards, local regulations, and sustainability principles. Review and validate engineering designs, BoQs, and construction drawings for feasibility and cost-effectiveness. Facilitate communication among stakeholders, including government agencies, contractors, and community representatives. Monitor reconstruction schedules, proactively address challenges, and conduct site inspections to ensure timely and budget-compliant delivery. Implement rigorous Quality Assurance and Quality Control (QA/QC) systems and Health, Safety, and Environment (HSE) policies across all sites. Supervise and coordinate multidisciplinary construction teams, providing guidance and performance evaluations. Provide technical advice during procurement, including tender evaluations and contract negotiations. Monitor contractor performance, manage variations, and ensure adherence to contractual obligations. Represent the programme in technical meetings and stakeholder engagements. Prepare detailed reports on achievements, challenges, and lessons learned. Coordinate audits and evaluations, documenting best practices. Develop and deliver technical training to local staff and stakeholders to enhance skills and promote local ownership. Contribute to the strategic direction and operational management of the reconstruction component.
Work Experience
Demonstrated experience managing large-scale donor-funded reconstruction programs, particularly those funded by the USG. Strong experience in post-disaster reconstruction and resilient infrastructure development. Proven track record in managing large field teams (20+ staff). Experience working in remote island or Pacific contexts is highly desirable.
Skills
Strong engineering design review and construction supervision skills. Advanced knowledge of project management, QA/QC systems, and HSE standards. Experience with USG compliance frameworks. Excellent leadership, team management, and coordination abilities. Strong reporting, documentation, and communication skills.
