Organizational Context
The International Organization for Migration (IOM) Coordination Office for the North Pacific manages regional operations and strategic initiatives, focusing on disaster resilience, infrastructure development, and humanitarian assistance. The office oversees programmes for constructing, maintaining, and enhancing critical infrastructure. The Head, Engineering Unit plays a key role in leading technical planning, design, and implementation of these projects, ensuring they meet safety and sustainability standards.
Job Purpose
The Head, Engineering Unit, reporting to the Chief of Mission in Pohnpei, Federated States of Micronesia, is responsible for supervising the IOM Micronesia Engineering Unit and coordinating with field engineering teams. This role ensures the effective implementation of infrastructure projects across the mission, particularly those funded by the United States Government, covering both public infrastructure and housing reconstruction. The position is critical for leading technical planning, design, and execution of infrastructure projects, ensuring adherence to safety, sustainability, and operational standards, and contributing to the overall resilience and capacity-building efforts in the North Pacific region.
Responsibilities
Coordinate the engineering unit and support senior management in planning, execution, and handover of reconstruction and infrastructure projects, ensuring consistent technical quality. Liaise with field engineering teams, implementing partners, and stakeholders for timely and high-quality project delivery. Review and provide technical advice on all project documentation, including designs, specifications, and tender documents, throughout the project lifecycle. Monitor the technical aspects of projects, including quality, timeliness, and budget, recommending corrective actions. Supervise and guide the engineering unit in developing technical requirements and provide technical advice on project activities from site selection to close-out. Facilitate joint field visits and technical meetings, prepare reports for senior management, and conduct comprehensive oversight and quality assurance activities. Maintain project tracking systems, review blueprints using AutoCAD, and ensure accurate documentation of modifications and "as-built" updates. Promote compliance with IOM policies, including safeguarding and prevention of sexual exploitation and abuse. Coordinate duty travels and represent IOM at technical and stakeholder meetings.
Work Experience
Experience in managing and implementing large-scale construction and rehabilitation projects, and recovery interventions in post-conflict or post-disaster contexts. Proficiency in using AutoCAD and standard office software. Experience in area-based community recovery interventions and liaising with government authorities, international counterparts, and NGOs. Previous working experience in the North Pacific is advantageous.
