Job Purpose
This role supports the Supply Chain Officer and Head of Resource Management in executing procurement activities for the country office. The position is crucial for ensuring the timely and efficient delivery of goods and services, contributing to the overall operational success of IOM's mission. By managing procurement processes, identifying local and international suppliers, and coordinating logistics, the role directly impacts IOM's ability to provide essential services and support to people on the move. The position also plays a part in maintaining office facilities and assets, ensuring continuous operational support.
Responsibilities
Execute and coordinate procurement activities, including reviewing purchase requests, managing tender processes, and tracking orders to ensure timely delivery and payment. Assist in complex or high-value procurements and contribute to developing procurement plans to optimize purchasing power. Negotiate purchase terms and resolve delivery issues. Provide technical guidance on procurement procedures and systems, proposing improvements. Identify and evaluate local and international suppliers based on quality, price, and reliability. Maintain contract tracking tools and prepare reports. Support supply chain functions such as asset management, warehousing, insurance, maintenance, and transport. Coordinate supply chain operations with UN agencies, partners, and government authorities. Manage vehicle fleet operations, fuel consumption, and maintenance. Oversee office facility maintenance and essential services. Mentor and supervise junior supply chain staff. Participate in inter-agency forums and collaborate on resource sharing.
Work Experience
Experience in procurement and logistics, including supplier and service provider relations, and asset management processes. Experience with IOM or UN procurement and logistics rules is an asset. Experience in an international, multicultural environment and in training/coordinating teams is also beneficial.
Skills
Proficiency in computer applications. Ability to work with national and international institutions. Strong report writing, communication, and negotiation skills. Ability to realistically determine resource needs. Fluency in French and working knowledge of English (oral and written) are required. Knowledge of local languages and Arabic is an asset.
