Project Development And Reporting Officer
Organizational Context
The International Organization for Migration (IOM) has been active in the Central African Republic (CAR) since 2006, addressing migration, humanitarian, and development challenges exacerbated by conflict. IOM CAR is expanding its multi-sectoral response, encompassing humanitarian aid, displacement tracking, migration governance support, community stabilization, and reintegration programs. The Project Development and Reporting Officer role operates under the Chief of Mission and Programme Manager, collaborating with regional and headquarters units.
Job Purpose
The Project Development and Reporting Officer is responsible for leading project development and donor liaison activities within IOM's Central African Republic Country Office. This involves the creation, review, and submission of project proposals and donor reports across various program areas, including migration management and emergency response. The role coordinates project development and reporting, ensuring alignment with IOM's global, regional, and country strategies. A key aspect is identifying opportunities to advance IOM's strategic objectives and fostering strategic partnerships with government counterparts, UN agencies, and other stakeholders to secure funding and support for IOM's mission in CAR.
Responsibilities
Identify and pursue project funding opportunities aligned with IOM's strategic priorities by monitoring donor trends and engaging with potential funders. Coordinate the design and development of new projects and programs, ensuring compliance with donor requirements and IOM standards, and facilitating the review and submission of proposals and reports. Maintain strong relationships with donors and represent IOM in relevant meetings and forums. Support project managers in fulfilling donor reporting obligations by providing input and reviewing reports for accuracy and compliance. Develop and maintain donor profiles and guidance notes, and contribute to the CO's strategic planning process. Collaborate on producing visibility materials for resource mobilization and provide capacity building on project development and reporting.
Work Experience
Experience in an international organization, particularly within the UN system, is required. Demonstrated experience in migration issues, project development, design, implementation, and financial management is essential. Proven experience in donor relations, grant management, and understanding donor funding mechanisms, especially within the country context, is necessary. Experience with Results-Based Management and strategic planning approaches is also required.
