Job Purpose
The Field Monitor Consultant will support data collection exercises for the monitoring of returnee migrant assistance projects in Belladère/Ouanaminthe. This involves conducting field data collection using various tools, observing rehabilitation work, and ensuring adherence to humanitarian and protection standards. The role also includes secure data entry, reporting observations, and participating in monitoring meetings to contribute to analysis and recommendations for improving intervention effectiveness, accountability, and inclusivity. The consultant will work under the direct supervision of the Monitoring and Evaluation (M&E) Officer.
Responsibilities
Conduct field surveys with IOM-assisted returnee migrants, ensuring adherence to methodological protocols and ethical principles, including informed consent. Accurately and securely enter collected data, verifying its clarity and consistency, and reporting any difficulties. Observe and document the progress of rehabilitation work, identifying any irregularities or delays, and reporting to the technical team. Monitor the application of humanitarian and protection standards during assistance delivery, paying close attention to principles of non-harm, dignity, non-discrimination, and confidentiality. Identify and document best practices and areas for improvement based on field observations and beneficiary feedback. Contribute to recommendations for enhancing border assistance, focusing on accountability, inclusivity, and responsiveness to specific needs. Ensure feedback mechanisms are functional and beneficiaries are informed of complaint channels. Participate in regular monitoring meetings, providing regular summaries and concrete recommendations for improving migrant assistance.
Work Experience
A minimum of two years of professional experience is required for candidates with a secondary education diploma, gained within a non-governmental agency or a United Nations agency.
Skills
Excellent written and verbal communication skills. Ability to work independently and meet deadlines under pressure. Strong interpersonal skills and adaptability to a multicultural team. Proficiency in MS Office and KoboToolbox. Detail-oriented with a strong sense of accuracy. Familiarity with participatory action and capacity-building principles is desirable.
