This role supports IOM Indonesia's aim to ensure quality care for refugees and asylum seekers.
Job Purpose
The Programme Associate (Refugee Care) in Surabaya will assist in the implementation and monitoring of refugee care activities, aligning with programme requirements and IOM's strategy for community engagement and accountability. Working under the direct supervision of the Senior Programme Associate, the role contributes to ensuring quality of care for refugees and asylum seekers referred by the Indonesian government. This involves supporting healthcare, education, and basic needs, with a focus on protecting vulnerable subgroups and facilitating sustainable pathways. The position requires close collaboration with various IOM units and external service providers to ensure effective service delivery and adherence to international standards.
Responsibilities
Assist in the implementation and monitoring of programme activities, conducting regular visits to gather beneficiary information and report concerns. Maintain updated beneficiary files in the case management system and act as a focal point for routine operational workflows. Monitor basic service delivery, document gaps, and provide input for corrective actions. Organize meetings and events, providing logistical and facilitation support. Support data verification for reporting and review payments to service providers. Facilitate local transfers and maintain positive working relationships with local interlocutors, including government agencies, NGOs, and community leaders. Contribute to knowledge sharing on refugee care activities and assist with other assigned duties.
Work Experience
Experience assisting in the implementation of programme and operational support activities, with exposure to protection and mental health tasks. Experience in project implementation support, administrative tasks, and migration-related activities is required. Experience with training logistics or delivery is an advantage.
Skills
Ability to identify needs and assist in programme implementation/monitoring. Experience liaising with government authorities and international organizations. Strong report writing and computer literacy skills. Fluency in English and Bahasa Indonesia.
