Job Purpose
The Finance Assistant provides essential support to the finance and administrative functions within the IOM's resource management operations in Juba. This role is crucial for ensuring the smooth and efficient processing of financial transactions and maintaining accurate financial records. By assisting with tasks such as processing travel expense claims, managing petty cash, and maintaining financial documentation, the Finance Assistant directly contributes to the operational efficiency of the finance department. The position supports the overall mandate of IOM by ensuring financial compliance and facilitating the organization's ability to deliver its services effectively to migrants and governments, upholding the principles of humane and orderly migration.
Responsibilities
The Finance Assistant is responsible for processing Travel Expense Claims (TECs) by verifying document completeness and accuracy against IOM Travel Rules. This includes maintaining the filing system for finance documents, such as vouchers and cash certificates, and ensuring their proper custody. The role involves providing basic financial information to staff, referring complex queries to the supervisor, and reporting any identified discrepancies. Responsibilities also include maintaining petty cash records, assisting with replenishment requests, and preparing standard petty cash summaries. The Finance Assistant supports data entry, performs basic checks on financial documents for completeness, and assists in providing documentation for audits. Additionally, the role involves checking invoice approvals, providing logistical and administrative support for finance-related meetings, recording petty cash transactions, and assisting with monthly petty cash counts.
Work Experience
Required experience includes administrative, financial, and accounting matters, with a focus on cash management. Previous experience with SAP & Oracle systems is a distinct advantage. Prior work experience within international humanitarian organizations, non-government, or government institutions in a multicultural setting is also considered an advantage.
Skills
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, E-mail, Outlook) is essential. The role requires knowledge of financial rules and regulations, strong attention to detail, and the ability to organize paperwork methodically. Key competencies include being discreet, detail-oriented, client-oriented, patient, and willing to learn.
