Job Purpose
This role is crucial for enhancing the quality and coordination of IOM's Health Assessment Programmes (HAPs) and related health activities across Africa. The Deputy Regional Health Assessment Programme Coordinator will assist in developing and implementing a regional quality management system, ensuring adherence to global standards, particularly in health emergency response situations. The position involves coordinating joint health assessments and non-assessment health programs, providing oversight to data processing and analysis units, and supervising staff. The ultimate goal is to ensure the effective and efficient delivery of health services to migrants, contributing to IOM's mandate of promoting humane migration and supporting people on the move.
Responsibilities
Key responsibilities include reviewing and enhancing the quality management plan for health assessment programs in Africa, conducting quality monitoring visits, and providing feedback to country offices and relevant stakeholders. The role involves organizing and coordinating data collection, analysis, and reporting for all migration health operations, ensuring compliance with software applications and protocols, and monitoring various health assessment outcomes. This includes ensuring the implementation of global and regional Standard Operating Procedures (SOPs) for migrant health programs and emergency health response. The position also entails providing technical guidance and supervision to health processing and data entry staff, compiling best practices, and leading incident management processes. Furthermore, the role supports the development of new health activities and project proposals, prepares administrative and program reports, and represents IOM in relevant meetings and conferences.
Work Experience
Requires at least seven years of experience in managing health programs or systems related to migration health, with five years at an international level, preferably in developing countries. Formal training or demonstrated experience in conceptualizing, evaluating, or implementing public health programs is mandatory. Experience in migration health assessment programs is a significant advantage, as is demonstrated experience in applying quality management principles.
Skills
In-depth knowledge of migration health programming, including Health Assessment Programmes (HAPs) and Refugee Resettlement. Strong ability to collaborate with thematic specialists and find innovative solutions. Knowledge of UN and bilateral donor programming. Experience in managing large teams. Excellent communication, negotiation, writing, editing, and reporting skills. Commitment, efficiency, flexibility, self-motivation, respect for diversity, and creative thinking are essential personal qualities.
