Job Purpose
The purpose of this Senior National Programme Coordinator role is to strategically lead and manage the Immigration and Border Governance (IBG) portfolio within the IOM Turkey Country Office. This position is critical in advancing IOM's mandate to promote humane and orderly migration, protect people on the move, and facilitate regular migration pathways. The incumbent will ensure the effective development, implementation, and oversight of IBG programmes, contributing significantly to national border management capacities and policies. By coordinating with governmental and international partners, the role aims to enhance institutional capacity building, address multisectoral dimensions of border control, and ensure IOM's strategic cooperation in this vital area. This ultimately supports IOM's broader mission of providing services and advice to governments and migrants, fostering a comprehensive approach to migration management in Turkey.
Responsibilities
Oversee the comprehensive management, administration, and implementation of the Immigration and Border Management (IBM) Programme, ensuring internal and external coordination. This includes directing and supervising programme staff, coordinating inter-departmental projects, and providing specialized training. The role involves strategic advice to leadership and stakeholders, ensuring efficient resource planning, and monitoring the achievement of programme targets, including work plan reviews and corrective actions. Manage financial oversight by reviewing and approving project disbursements. Actively explore and initiate new intersectoral project proposals, expanding the IBM programme to address diverse border control dimensions like customs, health services, and humanitarian border management, incorporating lessons learned. Strengthen IOM’s strategic cooperation with key governmental authorities, including the Ministry of Interior and Presidency, acting as the IBM focal point. Foster collaboration with international entities such as Frontex, EASO, and UN agencies. Represent IOM in national and international coordination mechanisms, meetings, and working groups. Lead the timely preparation and submission of project reports to donors and IOM. Ensure robust information management, including awareness-raising and visibility. Implement systematic Monitoring and Evaluation (M&E) of activities, utilizing standard operating procedures and identifying improvements for project delivery. Provide technical assistance and PRIMA support as required.
Work Experience
Candidates must have experience managing, implementing, and monitoring migration and border management projects, demonstrating knowledge from both operational and policy perspectives. Desirable experience includes managing EU-funded projects, working in diverse multicultural environments, and previous engagement in Turkey or the broader region, particularly in border management or emergency projects. Experience liaising with government counterparts and working within a national immigration or border management agency is also advantageous.
Skills
Knowledge of IOM and EU rules and regulations regarding procurement, reporting, and public information. Understanding of migration issues specific to Turkey. Willingness to travel frequently.
