Organizational Context
The International Organization for Migration (IOM) in Washington D.C. supports the US Refugee Admissions Program (USRAP). This role sits within the Department of Mobility Pathways and Inclusion (MPI), specifically the Resettlement and Movement Management Division (RMM), which oversees global resettlement support. The Senior Project Associate will report to the Senior TLP Associate and Head of USRAP TLP.
Job Purpose
The Senior Project Associate (TLP Repayment) is responsible for managing all aspects of the Travel Loan Program (TLP) for participants with outstanding debts or fully paid loans. This involves direct communication with TLP participants, ensuring adherence to IOM principles, and compliance with all applicable federal, state, and regulatory guidelines. The role contributes to the financial integrity of the TLP by facilitating debt collection and loan closure processes within the USRAP framework, supporting the overall mission of the Resettlement and Movement Management Division.
Responsibilities
Supervise and guide a team of up to seven staff involved in Travel Loan repayments, providing training on systems and processes. Coach team members, handle complex cases, and ensure adherence to Standard Operating Procedures (SOPs), scripts, and legal requirements like the Fair Debt Collection Practices Act (FDCPA) and Fair Credit Reporting Act (FCRA) through quality checks. Perform skip tracing to locate participants and negotiate payment arrangements. Update the Collect! system with contact information and case notes. Assist in processing incoming payments and provide technical support for TLP systems. Undertake duty travel as required and be flexible to work outside standard business hours to support team shifts. Uphold RMM Protection Mainstreaming Minimum Standards and IOM Standards of Conduct, ensuring confidentiality and reporting any non-compliance.
Work Experience
Demonstrated experience in staff supervision is strongly advantageous. Prior experience with refugee travel loans, billing and collections, and knowledge of the Fair Debt Collection Practices Act (FDCPA) and Fair Credit Reporting Act (FCRA) are also highly desirable. Proficiency in IOM and TLP proprietary tools and systems is advantageous.
Skills
Proficiency in Microsoft Office Suite. Excellent interpersonal and communication skills for engaging diverse populations and handling sensitive financial discussions. Ability to convey complex information clearly and concisely. Proven ability to identify, analyze, and resolve operational or technical issues efficiently.
