Job Purpose
This consultancy aims to conduct a comprehensive baseline assessment on the ethical recruitment and employment practices of immigrants in Georgia. The assessment will establish the current state of these practices, identify challenges, good practices, and regulatory gaps. It will also examine immigrants' access to information on their rights and available remedies. The findings will be crucial for developing evidence-based ethical recruitment standards, guidance materials, awareness campaigns, and capacity-building initiatives under the REforM project, ultimately strengthening labor market integration and migrant protection in Georgia.
Responsibilities
The consultant will lead and coordinate the baseline assessment on ethical recruitment in Georgia, providing technical guidance to a national consultant. Key tasks include reviewing the legal and policy framework governing immigrant recruitment and employment, developing a detailed assessment methodology, and analyzing its alignment with international ethical recruitment principles. The consultant will assess current recruitment practices, information accessibility for immigrants, and the capacity of stakeholders. Responsibilities also involve identifying gaps, risks, and opportunities, formulating evidence-based recommendations, and developing a practical roadmap for improvement. The role culminates in preparing and submitting draft and final assessment reports, incorporating stakeholder feedback after a validation workshop.
Work Experience
Proven professional experience is required in conducting research and assessments on labor migration, recruitment, labor rights, ethical recruitment, or migrant protection. Experience in designing and supervising quantitative and qualitative research, including surveys, is necessary. Experience working with private sector actors, employers, recruitment agencies, and labor market stakeholders is also essential.
Skills
Excellent analytical and report-writing skills are required. Proficiency in English is mandatory for this consultancy. Experience with international organizations or UN agencies is desirable.
