Job Purpose
The National Supply Chain Officer, reporting to the Supply Chain Officer and under the general supervision of the Head of Resource Management, is responsible for coordinating the implementation of supply chain management activities in Bangui and field offices. This role ensures the efficient and compliant execution of procurement, logistics, asset management, and inventory control processes. The position contributes to the organization's mandate by ensuring timely and cost-effective delivery of goods and services, supporting operational needs, and upholding IOM's standards for integrity and transparency in all supply chain functions. The role also involves capacity building for staff and continuous improvement of supply chain operations.
Responsibilities
Coordinate and oversee supply chain activities including goods management, asset control, procurement, and service contracts, adhering to IOM's procurement manual and principles of efficiency, economy, transparency, and integrity. Implement coordination mechanisms for procurement and logistics planning across all offices to achieve economies of scale and ensure timely maintenance and upgrades. Ensure proper procedures for the security, storage, management, distribution, and disposal of assets and inventory, identifying and implementing improvements to control mechanisms. Streamline documentation for supply chain operations to ensure transparency, compliance, and effective internal control. Analyze procurement requests, identify service providers, and evaluate supplier performance based on quality, price, and delivery times. Maintain a supplier management system to track performance and support decision-making. Supervise and build the capacity of the procurement unit and field offices through coaching and training on procurement rules and internal controls. Organize periodic physical verifications of assets and inventory. Manage tender processes, including proposal solicitation, supplier evaluation, and contract finalization, ensuring compliance with established requirements. Create and maintain a reliable supplier database. Establish and maintain service agreements and long-term agreements (LTAs) with qualified suppliers. Coordinate with the finance unit on accounting requirements related to payments and account closures. Monitor local markets for price and product availability and foster cooperation with other UN agencies. Ensure proper archiving of all supply chain documentation.
Work Experience
Experience in managing diverse supply chain and logistics operations is essential. Proficiency in IT tools such as MS Word, Excel, and Outlook is required. Experience with computerized accounting systems, particularly SAP, is necessary. Demonstrated experience in team supervision, supplier management, and coordinating administrative activities is also required. Knowledge of IOM's internal procurement and finance rules, and PRISM modules, is an asset.
Skills
Excellent communication and negotiation skills. Strong organizational and analytical abilities with keen attention to detail. Ability to work under limited supervision and under pressure, meeting deadlines. Capacity to supervise staff and coordinate administrative activities.
