Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. IOM Philippines is engaged in a regional project focused on the migration and climate change nexus in Southeast Asia. This consultancy contributes to the Climate Mobility Unit, reporting to the Climate Action Officer.
Job Purpose
This role involves undertaking a crucial scoping and evidence mapping study in the Philippines, a nation highly vulnerable to climate change. The primary purpose is to investigate the complex relationship between slow-onset climate stressors (like sea-level rise and drought) and human mobility. The study will identify emerging mobility patterns, critical evidence gaps, and provide insights for adaptation planning and climate mobility governance. The consultant will analyze how climate stressors interact with socio-economic factors and adaptation capacities to shape migration, displacement, immobility, and planned relocation, paying attention to differentiated impacts across various population groups and locations.
Responsibilities
The consultant will develop an Inception Report detailing methodology and a workplan. A comprehensive Desk Review and Evidence Mapping Repository will be created, organizing literature, policies, and data on climate stressors and mobility in the Philippines. Stakeholder consultations will be conducted, with findings documented and synthesized. An Evidence Brief or Case Study will summarize key findings, identify mobility pathways, adaptation responses, and policy gaps, offering recommendations for climate mobility governance and adaptation planning aligned with the Philippine National Adaptation Plan. Finally, the consultant will prepare and present key findings and recommendations during knowledge-sharing events.
Work Experience
A minimum of 5-7 years of relevant experience is required in areas like climate change, migration, environmental governance, or adaptation planning research. Demonstrated experience in mixed-methods research, policy analysis, and facilitating stakeholder consultations is essential.
Skills
Strong analytical, writing, and communication skills are essential. Experience in mixed-methods research, policy analysis, and stakeholder consultation facilitation is required.
