Organizational Context
The Human Resources Administration Unit (HRAU) International, part of the Global Shared Services Centre (GSSC), delivers comprehensive HR administrative services, including onboarding, contract, and benefits administration for IOM Professional staff. This role, under the Chief, Human Resources Hub, and Head, HRAU International, provides policy guidance, reviews transactions, and manages complex HR cases.
Job Purpose
The Human Resources Officer contributes to IOM's mission by ensuring efficient and compliant human resources administration for Professional staff globally. Operating within the Global Shared Services Centre's Human Resources Administration Unit (International), the role's primary purpose is to provide expert advice and guidance on HR policies, regulations, and rules. This position is crucial for reviewing and approving various HR transactions, ensuring adherence to organizational standards, and serving as a key focal point for resolving complex HR cases. By doing so, the officer supports the seamless operation of HR services, fosters a positive employee experience, and upholds IOM's commitment to humane and orderly migration through effective internal support mechanisms. The role ensures that HR processes are administered accurately and consistently, contributing to the overall operational effectiveness of the organization.
Responsibilities
The Human Resources Officer is responsible for operational management, including reviewing and approving HR transactions, supervising National Officers, and guiding team members. This involves liaising with other GSSC HR Hub units, monitoring KPIs and SLAs, and analyzing performance data to enhance service delivery. The role also entails coordinating with Regional Offices and DHR on projects, managing client queries, and contributing to data analysis for strategic HR initiatives. Key duties include providing expert advice on HR policies, interpreting regulations, and recommending solutions for complex cases. The officer ensures timely and professional communication, monitors client satisfaction, and develops communication strategies. Furthermore, the role focuses on process optimization by streamlining workflows, collaborating on KPI/SLA refinement, identifying bottlenecks, and proposing solutions, including system enhancements. Additional responsibilities include reinforcing IOM standards of conduct and acting as Officer in Charge when required.
Work Experience
Required experience includes Human Resources Management and personnel administration, along with proficiency in using an ERP system. Desirable experience encompasses working in an international organization, non-government, or government institution within a multi-cultural setting. Experience in documenting procedures or developing standard operating procedures is highly desirable, as is supervisory experience.
Skills
Advanced knowledge of Microsoft Office Suite. Knowledge of IOM/UN HR procedures and rules (asset). Knowledge of SAP (highly desirable).
