Migration Health Consultant

Organizational Context

The International Organization for Migration (IOM) is a UN agency dedicated to promoting humane and orderly migration. Established in 1951, it collaborates with governmental, intergovernmental, and non-governmental partners to provide services and advice to governments and migrants. This role operates under the overall supervision of the Head of Office in Pemba and the direct supervision of the Shelter Cluster Coordinator.

Job Purpose

This role supports IOM's migration health portfolio in Northern Mozambique, focusing on HIV/TB, cholera response, and emergency health and nutrition activities. The position involves assisting in coordination with health authorities and partners, ensuring patient access to care throughout the displacement cycle, and facilitating integrated health services. The consultant will work with field teams to implement health education, community engagement, and referral activities, contributing to the well-being of displaced populations and host communities. The role also includes supervising field teams, monitoring activities, and reporting on service delivery to update health program databases.

Responsibilities

Key responsibilities include supporting the implementation of IOM's migration health programs (HIV/TB, cholera, emergency health, nutrition) in Northern Mozambique. This involves coordinating with district health authorities and humanitarian partners, attending meetings, and following up on action points. The role requires assisting in patient follow-up, referral, and ensuring continuity of care. It also entails working with integrated field teams on health education, community engagement, case finding, and referrals. The consultant will organize mobile brigades for primary healthcare delivery, supervise team leaders, monitor activities, and prepare reports on service delivery. Collaboration with MHPSS, Protection, and CCCM teams for integrated services and cross-referrals is essential.

Work Experience

Required experience includes professional work in implementing and monitoring health projects and interventions, such as Nutrition, HIV/AIDS, and TB. Field-level experience in project implementation and activity monitoring is necessary. Experience working with local health authorities and decentralized healthcare systems is also required. Previous experience with IOM and in community outreach is a distinct advantage.

Skills include project implementation and monitoring, coordination with health authorities and partners, patient follow-up and referral, health education, community engagement, supervision, reporting, and knowledge of emergency health or primary healthcare. Strong teamwork, communication, computer literacy (especially MS Excel), and the ability to work independently in a multicultural environment are also important.
