Job Purpose
This role is responsible for executing supply chain activities in alignment with IOM's Supply Chain Management (SCM) objectives. The primary purpose is to ensure the timely delivery of quality goods and services to beneficiaries at optimal costs. The position supports the National Supply Chain Officer and collaborates with relevant units to manage procurement, logistics, and asset management. The incumbent will contribute to efficient operations by implementing robust control mechanisms, monitoring vendor performance, and ensuring compliance with IOM's procurement policies and procedures, ultimately supporting the overall mission goals in Jordan.
Responsibilities
Assist the Supply Chain Officer in implementing procurement activities, ensuring fair and transparent bidding processes according to IOM's Procurement Manual. Coordinate and monitor supply chain functions including property and asset management, warehousing, insurance, fleet, and transportation, identifying challenges and proposing solutions. Implement control procedures for procurement and contracting, ensuring transparency and competitiveness in bid analysis. Monitor purchase orders and update project managers on delivery status. Maintain vendor/contractor databases and evaluate performance to ensure a pool of reliable suppliers. Organize and manage procurement tracking and filing systems, including contract administration. Provide expert guidance to program managers on procurement processes, including preparing and issuing tender documents. Draft and review contracts for goods and services. Coordinate with project managers to consolidate mission procurement requirements and optimize purchasing power. Facilitate the establishment of Long-Term Agreements (LTAs) for commonly procured items. Analyze procurement requests and vendor performance to ensure the organization's best interests. Liaise with HQ and RO units on procurement matters. Prepare and conduct RFQs, PRs, and BASs, evaluating bids and negotiating contract conditions. Guide and supervise unit staff. Perform other related tasks as assigned.
Work Experience
Requires experience in procurement and logistics, including working with service providers and vendors, and managing asset management processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, working in an international organization within a multicultural setting, and in training/coordinating teams are advantageous.

High level of computer literacy. Ability to work with national and international institutions. Skill in preparing clear and concise reports. Demonstrated ability to exercise sound judgment. Capacity to supervise staff and coordinate administrative activities. Excellent communication and negotiation skills. Ability to establish realistic resource requirements.
