Organizational Context
The Human Resources Administration Unit (HRAU) International, part of the Global Shared Services Centre (GSSC), provides personnel support for contract administration, entitlements, and benefits to IOM Professional staff globally. This role, under the Head of HRAU International and the HR Officer, supports HR administration activities, ensuring accurate and timely processing. The National HR Officer acts as a reviewer and validator for HR transactions and handles complex cases.
Job Purpose
The National HR Officer (NO) is responsible for supporting and coordinating HR administration activities within one of the HRAU International Operations Desks (Onboarding & Cross-Boarding, Contract Administration & Offboarding, or Benefits & Entitlements). The role ensures the accurate and timely processing of HR actions for IOM staff worldwide. Key functions include serving as a reviewer and validator for HR transactions in systems like FreshService and Wave, managing exchanges with staff and managers, and supporting the resolution of complex HR cases in coordination with supervisors and relevant units. This position contributes to the efficient and effective delivery of HR services to the organization's professional staff.
Responsibilities
Core responsibilities include reviewing and validating HR transactions in FreshService and Wave, providing second-level support for escalated cases, and offering technical guidance on HR policies. The role involves coordinating with team members to ensure timely communication, monitoring performance indicators against KPIs and SLAs, and analyzing data to identify areas for improvement and capacity building within the team. Responsibilities also encompass recommending process improvements, supporting the ERP system's HR component, and reinforcing standards of conduct. Specialization-specific duties involve serving as a Functional Team Lead and Primary Validator for specific HR processes such as onboarding, contract administration, separations, benefits, and entitlements, ensuring compliance with policies and providing operational guidance to HR Associates.
Work Experience
Required experience includes Human Resources Management and personnel administration, as well as experience using an ERP system. Experience in an international organization, non-government, or government institution in a multicultural setting is advantageous. Supervisory experience is also considered an advantage.
Skills
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook). Knowledge of IOM/UN HR procedures and rules is an asset. Familiarity with HR Systems such as SAP or Oracle is highly desirable.
