Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This consultancy contributes to the "Creating an Enabling Environment for the Establishment and Enhancement of Regular Labour Pathways from Kyrgyzstan to the European Union" project, funded by the IOM Development Fund. The project aims to develop a gender-sensitive operational handbook for practitioners to support safe and orderly labour migration.
Job Purpose
This role involves developing a practical, user-friendly, and gender-sensitive operational handbook for government practitioners and stakeholders involved with migrants. The handbook will provide clear guidance for operationalizing regular labour migration pathways to a selected EU Member State, supporting evidence-informed decision-making. It will serve as a structured tool to enhance coordination and engagement at national and local levels. The handbook will enable stakeholders to access reliable information, assess recruitment processes, identify irregular migration risks, guide migrants, and ensure appropriate referrals. It will offer step-by-step guidance on legal frameworks, recruitment procedures, and migrant protection, informed by existing roadmaps and study visit findings.
Responsibilities
The primary responsibilities include developing an outline and methodology for the gender-sensitive operational handbook, followed by drafting the handbook itself. This involves creating a comprehensive guidance resource for practitioners on accessing and facilitating regular labour pathways from Kyrgyzstan to the EU. The consultant will also prepare a final report and finalize the handbook based on feedback from IOM and workshop participants. Deliverables include submitting the outline, the draft handbook and report, and the final handbook and report in formats suitable for online sharing and publication. The consultant will also contribute to the Inter-agency Coordination Mechanism (IACM) and Validation Workshop.
Work Experience
Required experience includes research in areas relevant to IOM's mandate, labour mobility, and EU immigration law, with a specific focus on operational handbook development. Experience in organizing consultations and workshops with government and non-governmental stakeholders, and in liaising with governmental and international organizations is also necessary.
Skills
Proven understanding of migration issues in Kyrgyzstan and EU destination countries. In-depth knowledge of migration-related subject areas. Ability to build strong working relations with government, international organizations, and private sector entities. Good understanding of EU law. Knowledge of the UN System and NGOs. Familiarity with migration data and labour migration specifics in Kyrgyzstan. High-level academic writing skills. Good communication, organizational, and interpersonal skills. Ability to maintain partnerships.
