This consultancy contributes to the Migration Policy and Coordination Unit, focusing on strengthening migration management and service delivery at the metropolitan level in Accra, Ghana.
Job Purpose
This consultancy aims to conduct a comprehensive migration governance assessment and profiling for the City of Accra, Ghana. Building upon a 2019 baseline, the role will address recent institutional, demographic, and policy developments, including increased internal mobility, emerging protection risks, and the establishment of the AMA Migration Desk. The assessment will identify current realities, remaining gaps, and inform evidence-based policy and programming at the city level. The work is implemented under a GIZ-supported project, collaborating closely with the Accra Metropolitan Assembly (AMA) and IOM, with a focus on gender mainstreaming throughout the process.
Responsibilities
The consultant will conduct a comprehensive review of migration governance in Accra, including a desk review of relevant policies and strategies, and develop an inception report detailing methodology and stakeholder engagement. Key responsibilities include collecting updated qualitative and quantitative data through key informant interviews and consultations with various stakeholders, integrating gender analysis throughout. The consultant will draft an updated Migration Profile documenting institutional developments, coordination mechanisms, and service delivery improvements, referencing the 2019 baseline. Finally, the consultant will facilitate a validation workshop and submit the finalized report, ensuring all outputs are completed within specified timelines.
Work Experience
A minimum of 5 years of relevant professional experience in migration governance, policy analysis, or development research is required. Demonstrated experience in conducting migration assessments or governance diagnostics at national or local levels, familiarity with the Migration Governance Indicators (MGI) framework, and strong knowledge of Ghana’s migration governance architecture are essential.
Skills
Experience integrating gender analysis into research and policy assessments. Excellent analytical writing and stakeholder engagement skills. Fluency in English is required; knowledge of local languages spoken in Accra is an asset.
