Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN agency promoting humane and orderly migration. It collaborates with partners to save lives, protect migrants, and facilitate pathways for regular migration. This role supports a project to strengthen the national Assisted Voluntary Return and Reintegration (AVRR) system in Italy through an innovative counselling service.

Job Purpose

This role is crucial for strengthening Italy's Assisted Voluntary Return and Reintegration (AVRR) system by developing and implementing an innovative counselling service. The purpose is to facilitate access for third-country nationals to AVRR options and assistance. The expert will define the professional profile of AVRR counsellors, develop a comprehensive training model and manual, and create assessment tools. This initiative aims to ensure a harmonized, accurate, and effective counselling approach, enhancing the credibility and overall effectiveness of AVRR interventions within the Italian migration context and aligning with EU legal frameworks.

Responsibilities

The consultant will design and develop a comprehensive training model and tools for AVRR counselling in Italy, including a methodological framework, training curriculum, and operational plan for the counsellor profile. This involves defining technical, transversal, and operational competencies, expected role outcomes, and performance indicators. The consultant will also develop pre- and post-training assessment tools for competency certification, including tests, grids, and practical assessments. A preliminary version of the AVRR Counselling Training Manual will be developed, covering legal frameworks, counselling techniques, case management, and specific topics like vulnerabilities and intercultural communication. Finally, the consultant will coordinate and facilitate the testing and validation phase of the training model, producing a testing report with revisions based on feedback.

Work Experience

Sound experience in research and education related to Adult Learning and capacity building, particularly within migration, return and reintegration, displacement, or emergency contexts, and/or counselling is required. Strong research and technical background is essential.
