Job Purpose
The National WASH Officer will support the implementation and monitoring of Water, Sanitation, and Hygiene (WASH) project activities across Northern Mozambique, including Cabo Delgado, Nampula, and Niassa provinces, and other areas as needed. This role operates under the direct supervision of the WASH Programme Manager and the overall supervision of the Chief of Mission. The position contributes to IOM's mission of providing essential services and support to people on the move, ensuring that WASH projects meet their intended scope, quality, and budget, while adhering to international and national standards and donor requirements. The officer will play a key part in ensuring the effective delivery of WASH interventions in a challenging operational environment.
Responsibilities
The National WASH Officer is responsible for preparing and reviewing technical specifications and BoQs for WASH infrastructure, ensuring alignment with standards and donor requirements. They will oversee project scope, time, quality, and budget, managing inventory and asset movements. The role involves supporting contract management with service providers and implementing partners, providing guidance, and monitoring their activities to ensure quality. The officer will plan and monitor procurement, ensuring effective resource utilization. They will liaise with the WASH Cluster, other agencies, and government authorities for coordination and to obtain necessary permits. The position also contributes to resource mobilization, integrates cross-cutting issues like GBV and AAP into WASH programming, and represents the WASH unit in relevant forums. Field visits for logistics and administrative support are also part of the duties.
Work Experience
Experience in engineering design (sanitary and water supply) and consulting is advantageous. Required experience includes monitoring and supervision of WASH projects, flexibility to work in the field and office, and proficiency with MS Office suite. Experience in WASH infrastructure design and implementation, contract management, CAD software, and mapping devices is beneficial. Knowledge of Mozambican National Building Standards and relevant regulations is also important.
Skills
Key skills include knowledge of the local context in Northern Mozambique, excellent Monitoring and Evaluation (M&E) abilities, managerial skills, and strong organizational skills. Familiarity with financial rules and regulations within the Mozambican context is also required.
