Organizational Context
IOM, established in 1951, is the leading UN agency promoting humane and orderly migration. This research role is within the Regional Data Hub for Europe and Central Asia, coordinated by the IOM Regional Office in Vienna. The project addresses evolving migration dynamics in Europe, specifically secondary movements within the EU towards Sweden, aiming to fill knowledge gaps on migrant decision-making and onward journeys.
Job Purpose
This consultancy aims to conduct research on secondary movements within the European Union, with a focus on Sweden as a destination. The role will generate evidence-based insights into migration trajectories, drivers, and factors influencing onward movements. The research will involve desk analysis, primary data collection through key-informant and migrant interviews, and the analysis and reporting of findings. The ultimate goal is to support policy development and operational programming by providing a comprehensive understanding of these complex migration patterns. The consultant will lead the research design and implementation, ensuring timely deliverables and close coordination with IOM.
Responsibilities
The consultant will develop the research methodology and tools for key informant and in-depth interviews, including outreach strategies. A comprehensive desk review of existing literature, data, and administrative sources will be conducted to analyze secondary movements and mobility trends. Key informant interviews with stakeholders (government, NGOs, service providers, diaspora) and in-depth interviews with migrants will be scheduled and conducted. Qualitative data analysis using thematic analysis will be performed, leading to an initial findings brief. An analytical report will be developed, integrating all research findings, and finalized based on IOM's feedback. Travel to Sweden for data collection is anticipated.
Work Experience
Must have experience in planning and conducting research, studies, and evidence-generating activities, as well as designing and delivering presentations. Experience with migration-related topics, human rights, law, or governance is highly desirable. Experience liaising with various stakeholders is an asset.
Skills
Sound understanding of research and desk-review analysis. Excellent analytical, communication, presentation, organizational, and creative thinking skills. Strong time-management abilities and proficiency in MS Office (Word, Excel, PowerPoint).
